Stake Holders in EPR – Responsibilities

Responsibilities of producers:-

Collection and Channelization – Producers are responsible for the collection as well as channelization of e-waste produced from “end of life” products with similar code for electronic and electrical equipment.

Create Mechanism – Producers are accountable for a mechanism utilized for e-waste channelization from “end of life” products. These include wastes gathered from distributers and authorized service centers.

Disposal – Producers are accountable for disposal in treatment, storing and clearance (disposal) facility. It is crucial to carry out a pre-treatment for hazardous materials such as lead and mercury.

Collection Arrangements – Producers are responsible for making apt arrangements for electronic and electrical equipment waste collection retained on the market earlier. The arrangements can be in any of the following forms:

  • A collection center
  • A dealer
  • Producers’ Responsibility Organization
  • Buy back arrangements
  • Exchange scheme
  • Deposit refund system in Extended Producers Responsibility plan

Contact Details – Producers are responsible for providing contact details such as toll free telephone number, address, helpline number, or email id to consumer through their official website.

Awareness Programs – Producers are responsible for organizing awareness programmes. They should also generate awareness through various resources such as publication, media, poster advertisement, or any other means of communication. They can also use product user documentation accompanying the tools.

Responsibilities of the Dismantler

It is the duty of the dismantler is to ensure adherence of facility and dismantling procedures with the guidelines or standards set by Central Pollution Control Board. They should also make sure that non-recoverable or non-recyclable components are only sent to authorized treatment storage and disposal facilities.

Responsibilities of Collection Centers

The collection centers are accountable for collecting e-waste on behalf of the following:

  • Producer
  • Dismantler
  • Recycler
  • Refurbisher

They should also collect waste generated from orphaned products. Collection centres must make sure that the facility abides by the guidelines or standards issued by Central pollution Board.

Responsibilities of Dealers

In the case the dealer has been given the responsibility of collection on behalf of the producer, the dealer shall collect the e-waste by providing the consumer a box, bin or a demarcated area to deposit e-waste, or through take back system and send the e-waste so collected to collection centre or dismantler or recycler as designated by producer and ensure that no damage is caused to the environment during storage and transportation of e-waste.

Responsibilities of the Refurbisher

Refurbisher is accountable for collecting e-waste produced during the refurbishing process. Thereafter, it should be channelized to authorized recycler or dismantler through its collection centre. The refurbisher should also make sure that the refurbishing procedure does not have any adverse impact on health and the environment.
